Senior Land Surveyor - President & Owner of Grothman & Associates
My employment with Grothman & Associates extends from May of 1988 to the present day. I recently became the President and Owner of Grothman & Associates and responsible for the day to day operations of our firm. I also participate in managing numerous surveying projects on a daily basis.
As a Professional Land Surveyor in the State of Wisconsin, I specialize in lot developments, boundary control, topographic surveys, and laser scanning. I have actively been involved in PLSS remonumentation efforts and have worked together with local county surveyors in both Columbia County, Marquette County and Green Lake County for numerous years. I have also on several occasions been an expert witness in land surveying in circuit court cases.
My professional affiliations are with the Wisconsin Society of Land Surveyors, National Society of Professional Surveyors and Wisconsin Onsite Water Recycling Association. I am also licensed as a Certified Soil Tester in the State of Wisconsin conducting soil morphological testing for residential development and a licensed Designer of Engineering Systems that includes designing private on-site wastewater treatment systems.
Tomás A. Toro, PE, PLS
Senior Engineer/Land Surveyor - Engineering Team Leader
Since the beginning of his carrier (1996), Tomas has been directly involved in the design of all aspects of a wide variety of land development and site improvement projects such as: residential subdivisions, apartment complexes and commercial/retail developments. He has also been involved in infrastructure - related water distribution, sanitary and stormwater management system design, hydraulic & hydrological flood studies and wetland creation/rehabilitation projects. His major areas of expertise and project involvement are site design (layout design, grading, storm drainage, water distribution, sanitary sewer, etc.), storm water/hydraulic modeling, project management, construction management and Environmental Site Assessments (ESA’s). During his many years in the land development industry, Tomas has also been heavily involved in the Land Surveying process by coordinating multiple land surveying and construction layout projects. A licensed professional land surveyor himself, and for a period of time for at least eight years, Tomas directed, coordinated and supervised all surveying projects of a mid-size company in the Mid-west. Under his supervision and management, his team secured and successfully completed many surveying projects; including large street and storm drainage survey projects for the City of Madison and countless other survey work for major telecommunications carriers and private landowners. Tomas is also a husband and proud father of three. In his free time, he enjoys woodworking, working on engines and a wide range of outdoor activities, (camping, hiking, snowmobiling, etc.).
James Grothman, PLS
Senior Surveyor/Founder & President Emeritus
In the past 48 years I have been actively surveying in Wisconsin and Michigan. This activity consists of private lot developments, large topographical surveys, subdivisions, engineering related survey projects, rural survey divisions, and county public lands remonumentation. I have had major roles in the development and surveying of subdivisions and condominium projects in the Columbia, Adams, Sauk, Dane and Marquette Counties. My experience emphasizes the technological, economical, and professional aspects of the land surveying discipline.
I was the first appointed Columbia County Surveyor in 1997 and still hold that position. I have been involved with the remonumentation of Columbia County since 1982. This project involves the remonumentation of section corners on a township basis requiring extensive horizontal control networks.
I am currently in civic and professional development organizations. I am on the Board of Directors of the Portage Country Club, and President of the Silver Lake Cemetery Association. I am a member of the Columbia County Land Information Council and the City of Portage Community Development Authority. I have served on the Advisory Board of the Land Surveying Degree Program at Madison Area Technical College from 1986 - 1990.
In the past 30 years I have provided expert witness testimony in land surveying, accident surveys and land occupation matters. I have testified in numerous circuit court cases in Columbia, Dane, Marquette and Sauk
